Don Whittaker

Don Whittaker is a Global Partner for Public Finance based in CF Leadership’s office in Washington, D.C. He advises government agencies, public sector institutions, and mission-driven financial organizations on board and executive appointments, with a particular focus on leadership in public finance.

Don’s recent work has supported U.S. municipalities, infrastructure authorities, and regulatory bodies in appointing CFOs, Treasurers, and senior leaders tasked with managing complex capital programs, credit portfolios, and public investment strategy. Don is part of CF Leadership’s Public & Social Sector Executive Committee.

Prior to joining CF Leadership, Don was a Partner at McKinsey & Company in Washington, where he co-led the firm’s public finance and infrastructure practice in North America, advising federal and local government clients on multi-year capital planning, bond issuance strategy, and financial transformation. His public service foundation gives him a practical understanding of the leadership demands in high-accountability, finance-driven roles across the public sector.
